Rulemaking Groups and Advisory Committees

Rulemaking Groups are involved in hearings and other State Engineer Office (SEO) input opportunities used to compile new policies for better water administration.  Advisory Committees are ongoing groups developed to recommend policies for better irrigation water management. 

Rulemaking Groups and Advisory Committees


  • Agricultural Water Protection Water Right: House Bill 16-1228 allows for Agricultural Water Protection Water Rights.  The rulemaking is for substitute water supply plan "SWSP" rules for the use of water pursuant to section 37-92-308(12), C.R.S.
  • Arkansas River Irrigation Improvement RulesArkansas River Irrigation Improvement Rules went into effect on January 1, 2011, so the Advisory Committee's work is complete.  Visit this section to view or download the final rules and application forms now.
  • Republican River Compact Water Use Rules:
    The State Engineer has initiated the process to develop rules and regulations for water diversion, use, and administration for compact purposes within the Republican River Compact Groundwater Model Domain.

Produced Non-tributary Groundwater

  • Produced Non-tributary Ground Water (Rulemaking, Petitions, Permitting, Notification): Produced Nontributary Ground Water for coalbed methane and other types of deep oil and gas wells that produce water as a by-product of construction and / or operation: CBM and Non-CBM Rules, Application Submittal Spreadsheet and Tips, 30-day Comment Period Requirements, and Nontributary Determination Petitions.
